Westminster Blvd. Construction Progress
As critical infrastructure, OCSD’s service is deemed essential and imperative during the response to the COVID-19 public health emergency. OCSD will continue to operate for both the public health and safety of Orange County and the State of California.Â
Current Construction
This project replaces or rehabilitates nearly 3 miles of regional sewer pipelines along Westminster Blvd. in the cities of Seal Beach and Westminster. Currently, construction is only taking place in the City of Seal Beach between Seal Beach Blvd. and Bolsa Chica Rd. Construction progress is shown in the photos below:
K-rail concrete barriers have been installed along the center median of Westminster Blvd. K-rail was also installed along the north side of the street to protect existing power utility poles. Current work hours are Monday – Friday, 6:30 a.m. – 4 p.m. During work hours starting at 7 a.m., temporary closures of the #1 lane (closest to the median) will occur.
A trench approximately 10-12 feet deep is excavated between the k-rail, where two new regional sewer pipelines will be installed.
Installing a 200-foot section of sewer pipeline into the trench excavation. The pipe material is high-density polyethylene (HDPE) and is 36-inch in diameter.

Upcoming ConstructionÂ
Construction at the intersection of Westminster Blvd. and Bolsa Chica Rd. is tentatively scheduled to begin in November. More information will be provided as the work approaches.

Project Description:
The project will replace and reconstruct nearly three miles of two parallel 36-inch diameter sewer pipelines on Westminster Boulevard between Seal Beach Boulevard and Rancho Road/Hammon Place in the cities of Seal Beach and Westminster.
This project is within the Western Regional service area.
