The project will replace and reconstruct nearly three miles of two regional sewer pipelines on Westminster Boulevard between Seal Beach Boulevard and Rancho Road/Hammon Place in the cities of Seal Beach and Westminster. One pipeline will be replaced at a time while the other pipeline is in service 24/7 to collect and transport wastewater for treatment and recycling.Â
Current and upcoming activities:
Seal Beach Pump Station (Intersection of Westminster Blvd and Seal Beach Blvd)
Paving along westbound Westminster Blvd. in front of the pump station is scheduled to occur Thursday night, September 2. Work hours are 9 p.m. – 5 a.m.
Between Seal Beach Blvd and Bolsa Chica Rd
Paving along westbound Westminster Blvd. lanes west of the Bolsa Chica channel is scheduled to occur Wednesday night, September 1. Work hours are 9 p.m. – 5 a.m.
Now that a new pipeline has been constructed in the center median area, the old pipeline that is underneath the westbound Westminster Blvd. lanes will be abandoned in place since it is no longer needed. This will be done by filling the old pipe with a grout mixture, filling the void of the old pipe. The picture below is of the pipe abandonment work.
After pipe abandonment is completed, any repairs to the existing bicycle lane will occur and the temporary bicycle lane that was put in as part of this project will be removed.
Intersection of Westminster Blvd. and Bolsa Chica Rd
Steel plates have been removed and the street where digging took place paved over.
Please be aware we will need to return to the intersection as early as Spring 2022 to construct phase 2, replacement of the second of two existing pipelines. When that work is completed, the intersection will be paved from curb to curb.
Between Bolsa Chica and Rancho Road
The first newly constructed sewer pipe has been tested and will be put into service soon.
Intersection of Westminster Blvd. and Rancho Road/Hammon PlaceÂ
Private sewer laterals connect to the local sewer pipelines that connect to OC San’s larger regional pipelines. As part of this project, OC San will be working on a portion of the local sewer pipelines, owned by the Midway City Sanitary District. The pipeline will be extended over the Anaheim-Barber City Channel, across Westminster Blvd. at Rancho Rd./Hammon Pl.  This work is expected to start in September and take approximately 2 months.
