The project will replace and reconstruct nearly three miles of two regional sewer pipelines on Westminster Boulevard between Seal Beach Boulevard and Rancho Road/Hammon Place in the cities of Seal Beach and Westminster.

Current and upcoming activities:

Near or at the Intersection of Westminster Blvd. and Bolsa Chica Rd.

Steel plate removal and paving is currently taking place. The work is being done in stages.

  • Monday – Friday, 9 a.m. – 3 p.m.
  • When working in the intersection, traffic signal at the intersection will be on flashing red.  Treat as a 4-way STOP.
  • Be alert.  There will be traffic lane closures and turn restrictions. Flaggers will be onsite to assist with directing traffic.

Between Bolsa Chica and Rancho Road

This project replaces two existing side-by-side regional sewer pipelines.  One pipeline will be replaced at a time while the other pipeline is in service 24/7 to collect and transport wastewater for treatment and recycling. The contractor is currently working on completing construction of the first sewer pipe. This will also include all the necessary tie-in connections, pressure testing, and closed circuit televising (CCTV) of the interior of the pipe before putting the pipeline in service.

  • Monday – Friday. 7:30 a.m. – 5 p.m.
  • Westminster Blvd. will be reduced to one lane in each direction.
  • Some activities may occur outside work hours within the k-rail sections between the hours of 7 a.m. and 7 p.m.

Intersection of Westminster Blvd. and Rancho Road/Hammon Place

Private sewer laterals connect to the local sewer pipelines that connect to OC San’s larger regional pipelines. As part of this project, OC San will be working on a portion of the local sewer pipelines, owned by the Midway City Sanitary District, at the intersection of Westminster Blvd. and Rancho Road.  This work is expected to start in the coming months.

Between Seal Beach Blvd and Bolsa Chica

Over 1 mile (7,000 feet) along Westminster Blvd. between Kitts Highway (east of Seal Beach Blvd.) and Bolsa Chica Rd. has been paved and restriped to the original configuration before the construction project.

Now that a new pipeline has been constructed in the center median area, the old pipeline that is underneath the westbound Westminster Blvd. lanes will be abandoned in place since it is no longer needed. This will be done by filling the old pipe with a grout mixture, filling the void of the old pipe. Preparations are currently taking for the work to start the week of August 16.

After pipe abandonment is completed, additional k-rail will be removed and the temporary bicycle lane that was put in as part of this project will be removed.

Seal Beach Pump Station (Intersection of Westminster Blvd and Seal Beach Blvd)

Construction is currently taking place by the Seal Beach Pump Station site.  Paving on Westminster Blvd. in front of the pump station is anticipated to occur week of August 9.
