The project will replace and reconstruct nearly three miles of two regional sewer pipelines on Westminster Boulevard between Seal Beach Boulevard and Rancho Road/Hammon Place in the cities of Seal Beach and Westminster.  One pipeline will be replaced at a time while the other pipeline is in service 24/7 to collect and transport wastewater for treatment and recycling. One pipeline replacement has been completed. Construction began Spring 2020 and is anticipated to be completed late 2022.   

Replacement of the second pipeline is restricted to only during the dry weather season which begins mid-April.  Preliminary activity in anticipation of the upcoming replacement work is currently taking place.  

Intersection of Westminster Blvd. and Bolsa Chica

Surveying work and potholing for utilities through the intersection. The 4-way traffic signal will be on flashing red with traffic control officers directing traffic.

  • Work Hours are Monday – Friday, 9 a.m. – 3 p.m.
  • Anticipate lane closures and traffic delays

After this work activity is completed, crews will come back in the Spring during the dry weather season to begin replacement of the second pipeline. More information will be provided as the work approaches.

Between Bolsa Chica and Rancho Rd.

Construction of slip-lining access pits in preparation of upcoming work to replace the second pipeline.  Read the Neighborhood Bulletin to learn more about slip-lining.

Intersection of Westminster Blvd. and Rancho Rd.

Construction of the local Midway City Sanitary District sewer lines have been constructed through the intersection.  But there is still more work to occur. There are two regional sewer pipes, or inverted siphons, that dip under the channel. Upcoming construction will rehabilitate these siphons.  The work will first require the construction a new 84-inch diameter manhole and installation of bypass pipes to safely rehabilitate the siphons. More information will be provided when work dates approach.
