The project will replace and construct nearly three miles of two regional sewer pipelines on Westminster Boulevard between Seal Beach Boulevard and Rancho Road/Hammon Place in the cities of Seal Beach and Westminster.  Construction began Spring 2020 and is anticipated to be completed late 2022. 

Construction will be resuming and crews mobilizing the week of March 28 in the City of Westminster.

All wastewater flows will be rerouted into the newly replaced first pipeline, allowing the second pipeline to be drained and put out of service.  Then a new second pipeline will be constructed in its place.

The second pipeline that runs across the intersection will be removed and replaced with a new pipeline.  This will require excavating approximately 10 feet to the depth of the sewer pipeline. Intermittent day work is anticipated before transitioning to nightwork.  Majority of the work will occur at night to minimize traffic impacts. Nightwork will begin mid-April.  Check the website often for updates on confirmed work dates.

  • Daytime work hours:  M – F, 9 a.m. – 3 p.m.
  • Nighttime work hours:  Su – Th, 8 p.m. – 6 a.m.

When work occurs, the 4-way traffic signal will be on flashing red with traffic control officers directing traffic.

The segment of pipeline in this location will be replaced using the slip-lining method. Preparation of slip-lining access pits occurred earlier in the year.  The access pits will need to be excavated down to the depth of the sewer pipeline. High density poly ethylene (HDPE) pipeline segments will be fused together and pulled into the old pipeline through these access pits.

  • Work hours:  M – F, 7 a.m. – 5 p.m.
  • Lane closure hours:  M – F, 8:30 a.m. – 3:30 p.m.
