Westminster Sewer Construction Update – May 10, 2022

The project will replace and construct nearly three miles of two regional  pressurized sewer pipelines (force mains) on Westminster Boulevard between Seal Beach Boulevard and Rancho Road/Hammon Place in the cities of Seal Beach and Westminster.  Construction began Spring 2020 and is anticipated to be completed late 2022.

Nighttime work east of the intersection of Westminster Blvd. and Seal Beach Blvd. by OC San’s Seal Beach Pump Station facility.

  • Starting May 10 and lasting approximately 2 weeks
  • Mon – Fri, 8 p.m. – 6 a.m.
  • Each direction of Westminster Blvd. will be reduced to 1 lane.

Intersection of Westminster Blvd. and Bolsa Chica Rd.

This will be the second time through the intersection.  The first time was last year in 2021 that replaced the first of two pipelines that run through the intersection.  Construction will take place again in the intersection to remove and replace the second pipeline. Although intermittent daytime work may be necessary, a majority of the work will occur at night to minimize traffic impacts. In the photos below crews are beginning to set up traffic control in the intersection.

  • Ongoing – July 2022*
  • Nighttime work hours Mon – Sat, 8 p.m. – 6 a.m.
  • Occasional Saturday daytime work hours may be necessary due to operational needs.
  • The 4-way traffic signal will be on *flashing red* with traffic control officers directing traffic.

Between Bolsa Chica Rd. and Rancho Rd.

The segment of pipeline in this location will be replaced using the slip-lining method where a 36-inch diameter pipeline will be installed into the existing 42-inch diameter pipeline. Several access pits have been excavated. High density poly ethylene (HDPE) pipeline segments will be fused together and pulled into the old pipeline through these access pits.

  • Work hours:  M – F, 7 a.m. – 5 p.m.
  • Lane closure hours:  M – F, 8:30 a.m. – 3:30 p.m.
  • Actual slip-lining work begins May 11 and will last approximately 2-3 weeks.  Construction of vaults and other appurtenances will follow.

*All dates and times are subject to change due to operational factors or inclement weather.  

What to Expect:

  • Periodic traffic delays as a result of lane reductions and turn restrictions
  • Increased noise level
  • Lane closures
  • Certain bus stops along the route may be affected, please watch

UPCOMING WORK:

Intersection of Westminster Blvd. and Rancho Rd. 

Rehabilitation of siphons, or pipes that go under the Barber City Channel that runs parallel to Rancho Road.  More information will be provided as scheduled work dates are confirmed.
