The project will replace and construct nearly three miles of two regional  pressurized sewer pipelines (force mains) on Westminster Boulevard between Seal Beach Boulevard and Rancho Road/Hammon Place in the cities of Seal Beach and Westminster.  Construction began Spring 2020 and is anticipated to be completed late 2022.

This is the second time through the intersection.  The first time was last year in 2021 that replaced the first of two pipelines that run through the intersection. Construction has been ongoing at night and is anticipated to continue through the end of this week and will transition to daytime work.

  • Ongoing – June 2022*
  • Week of May 23 – Nighttime work hours:  Mon – Fri, 8 p.m. – 6 a.m.
  • Sat, May 27 – Work hours 6 a.m. – 12 p.m.
  • Mon, May 30 – No work due to the Memorial Day Holiday.
  • Starting May 31 – Daytime work hours:  Mon – Fri,  9 a.m. – 3 p.m. Occasional Saturday work may take place.
  • Early to mid-June – Paving activities are anticipated to occur at night.  More information will be made available when dates are confirmed.
  • When necessary, the 4-way traffic signal will be on *flashing red* with traffic control officers directing traffic.

Between Bolsa Chica Rd. and Rancho Rd.

The segment of pipeline in this location will be replaced using the sliplining method where a 36-inch diameter pipeline was installed into the existing 42-inch diameter pipeline. Several access pits were excavated and high density poly ethylene (HDPE) pipeline segments were fused together and pulled into the old pipeline through these access pits. Slilining is complete, installing over 3,000 feet of pipeline.

The photo below is of the sliplining. The contractor will continue work on the construction of access vaults and other appurtenances, followed by testing the newly installed pipeline.

  • Work hours:  M – F, 7 a.m. – 5 p.m.
  • Lane closure hours:  M – F, 8:30 a.m. – 3:30 p.m.

Work has be ongoing by OC San’s Seal Beach Pump Station facility.  The work has been performed at night and will transition to day work starting early June.

  • Current nighttime work hours:  Mon – Fri, 8 p.m. – 6 a.m.
  • Starting week of June 6, daytime work hours:  Mon – Fri, 7 a.m. – 5 p.m.

*All dates and times are subject to change due to operational factors or inclement weather.  

What to Expect:

  • Periodic traffic delays as a result of lane reductions and turn restrictions
  • Increased noise level
  • Lane closures

UPCOMING WORK:

Intersection of Westminster Blvd. and Rancho Rd. 

Rehabilitation of siphons, the pipes that go under the Barber City Channel and runs parallel to Rancho Road.  More information will be provided as scheduled work dates are confirmed.
