The project replaces and constructs nearly three miles of two regional pressurized sewer pipelines (force mains) on Westminster Boulevard between Seal Beach Boulevard and Rancho Road/Hammon Place in the cities of Seal Beach and Westminster.  Construction began Spring 2020 and is anticipated to be completed late 2022.   

Upcoming Work:

Near the Intersection of Westminster Ave. and Seal Beach Blvd. (City of Seal Beach)

Work is ongoing by OC San’s Seal Beach Pump Station facility across Westminster Ave. for a future fire hydrant.  Please see the schedule for upcoming night work.

  • When: Tuesday, November 1 and Wednesday, November 2* UPDATED 11/1/22 – Work scheduled for November 1 and 2 has been postponed due to the weather forecast of possible rain. New date TBD.
  • Work hours:  Night work, 9 p.m. – 6 a.m.
  • Impacts:
    • Signals at the intersections at Seal Beach Blvd. and Kitts Hwy will be flashing red as work is occurring
    • Flaggers will be located at the Kitts Hwy intersection

Current Work:

Intersection of Westminster Blvd. and Rancho Rd./Hammon Pl. 

This portion of the work rehabilitates the siphons, or pipelines, that go under the Barber City Channel at the Rancho Road intersection in the City of Westminster.  The two siphons were successfully rehabilitated early October 2022 using the cured-in-place pipe method.  Temporary piping was installed across the intersection to bypass, or reroute, flows out of the siphons.   Current construction on the supporting structures to connect the new siphons will complete the work, followed by the removal of the temporary bypass piping and restoration work.

  • When:  Current – December 2022*
  • Normal Work Hours:  M – F, 7:30 a.m. – 5:00 p.m.
  •  Impacts:
    • Lane closures and turn restrictions
    • Increase in activity and noise levels

We understand that traffic impacts and construction noise outside of normal work hours can be an inconvenience and we apologize in advance and thank you for your patience.  We are working closely with the City of Westminster and have notified them of the schedule.

Entire Project Area – Between Seal Beach Blvd. and Rancho Rd. 

Restoration activities will take place throughout the area which includes the removal of k-rail, median work, irrigation, landscaping, and paving.  This work is anticipated to be completed late 2022.
