The project replaces and constructs nearly three miles of two regional pressurized sewer pipelines (force mains) on Westminster Boulevard between Seal Beach Boulevard and Rancho Road/Hammon Place in the cities of Seal Beach and Westminster.  Construction began Spring 2020 and is anticipated to be completed late 2022.

Pipeline rehabilitation using the cured-in-place pipe (CIPP) method

  • When:  Week of September 26 for a 4–5-week duration*
  • Work Hours:  M – F, 7:30 a.m. – 5:00 p.m.
  • FULL INTERSECTION CLOSURE WEEK OF OCTOBER 3 – north and southbound traffic
    East and westbound traffic will be allowed with one lane open in each direction

    • Work hours will extend from 7 a.m. to 7 p.m. on Thursday and Friday.
    • Once the CIPP operation begins it cannot be stopped until completed.
  • Impacts:
    • No turns in any direction
    • Residents may notice an increase in activity and noise levels
    • Detour signs will be posted to alert commuters of alternate routes

This portion of the work will rehabilitate the siphons, or pipelines, that go under the Barber City Channel at the Rancho Road intersection in the City of Westminster.  Temporary piping has been installed across the intersection to bypass, or reroute, flows out of the siphons.

Wastewater flows are bypassed out of the pipeline and the cured-in-place pipe method will be used for pipeline rehabilitation.  A pre-measured liner is delivered in a refrigerated truck and inserted into the existing pipeline. Once the liner has been inserted, it is filled with water and cured for approximately 12 hours. When fully cured, the liner now acts as the new pipeline.  Crews will be onsite for monitoring, including throughout the curing process.

We understand that construction noise outside of normal work hours can be an inconvenience and we apologize in advance and thank you for your patience.  We are working closely with the City of Westminster and have notified them of the schedule.

Work is ongoing by OC San’s Seal Beach Pump Station facility.

  • When: Starting Sunday, October 2 for a 3-week duration*
  • Work Hours: Sunday – Thursday, 9 p.m. – 6 a.m.
  • Impacts:
    • Signal at the Intersection will be flashing red as work is occurring
    • Lane closures will occur intermittently

Between Bolsa Chica Rd. and Rancho Rd. (City of Westminster)

Restoration activities will take place throughout the area which includes the removal of k-rail, median work, irrigation, landscaping, and paving.  This work is anticipated to be completed late 2022.
