The project replaces and constructs nearly three miles of two regional pressurized sewer pipelines (force mains) on Westminster Boulevard between Seal Beach Boulevard and Rancho Road/Hammon Place in the cities of Seal Beach and Westminster.  Sewer construction began Spring 2020 and is anticipated to be completed late 2022. Landscape and street restoration will be complete by early 2023.    

Upcoming Work:

Near the Intersection of Westminster Ave. and Seal Beach Blvd. (City of Seal Beach)

Work is ongoing by OC San’s Seal Beach Pump Station facility across Westminster Ave. for a future fire hydrant.  Please see the following information about upcoming night work.

  • When: Thursday, December 15*
  • Work hours:  Night work, 8:30 p.m. – 6 a.m.
  • Impacts:
    • Signals at the intersections at Seal Beach Blvd. and Kitts Hwy will be flashing red as work is occurring
    • Flaggers will be located at the Kitts Hwy intersection

Current Work:

Intersection of Westminster Blvd. and Rancho Rd./Hammon Pl.  (City of Westminster)

Work is ongoing to complete the rehabilitation and replacement of the pipelines that go under the Barber City Channel and supporting structures near the Rancho Road intersection in the City of Westminster.  Steel plates across the intersection will be removed and the street paved over.

  • When:  Ongoing – December 2022*
  • Work Hours:  Monday to Friday, 8:30 a.m. – 4:30 p.m.
  • Impacts:  Lane closures and potential turn restrictions

Between Seal Beach Blvd. and Bolsa Chica Rd. (City of Seal Beach)

With a newly constructed regional pipeline operational and in service, the old pipeline that is no longer in service will need to be abandoned in place. This is done by filling the inside of the pipe.

  • When: Starting week of December 13, lasting approximately 3-4 weeks.
  • Work hours:  Monday to Friday, 9 a.m. – 3 p.m.
  • Impacts:
    • Closure of the #2 lane on westbound Westminster Avenue.
    • Flaggers will be onsite to direct bicyclists around heavy construction equipment and vehicles

Entire Project Area – Between Seal Beach Blvd. and Rancho Rd. 

Sewer construction will be complete by late 2022.  Restoration activities will take place throughout the area which includes the removal of k-rail, median work, irrigation, landscaping, and paving.  This work is anticipated to be completed by early 2023.

We understand that traffic and construction impacts can be an inconvenience and we apologize in advance and thank you for your patience.  We are working closely with the cities of Seal Beach and Westminster and have notified them of the schedule.
