The project replaces and constructs nearly three miles of two regional pressurized sewer pipelines (force mains) on Westminster Boulevard between Seal Beach Boulevard and Rancho Road/Hammon Place in the cities of Seal Beach and Westminster.  Construction began Spring 2020 and all underground sewer construction work was completed late 2022. Landscape and street restoration will be complete by early 2023.    

Construction of the two new sewer pipelines is complete.  Restoration activities will continue to take place throughout the project area.  Paving occurred in the City of Seal Beach but rain did impact the work starting in the City of Westminster.  See the updated paving schedule below.

Paving Update

 

Westminster Blvd. and Bolsa Chica Road Intersection

  • What:  Street paving. Includes grinding of the top asphalt concrete layer, followed by paving.
  • When:  Grinding to occur March 2-3. Complete.  Paving to occur starting March 9.
    •  Due to inclement weather and material delays, paving scheduled to occur week of March 13.
    •  Paving between Bolsa Chica Road and University Street to be completed March 13.
    •  Schedule subject to change due to operational factors or inclement weather.

 

  • Work Hours:  9 a.m. – 3p.m. Extended hours will occur until work is completed.
  • What to Expect:
    • Lane closures and turn restrictions.
    • Frequent changes to traffic patterns throughout the day to be able to work through the entire intersection without having to close the intersection completely.
    • Delays when traveling through the area. Allow plenty of time to get to your destination.
    • If possible, avoid the area and use alternate routes.
    • Increased noise levels.

 

Westminster Blvd., east of Bolsa Chica Road to Rancho Road/Hammon Place

  • What:  Street paving. Includes grinding of the top asphalt concrete layer, followed by paving.
  • When:  Grinding to occur as early as March 3. Complete. Paving to occur starting March 7.
    • Due to inclement weather and material delays, paving scheduled to occur week of March 13.
    • Paving between University Street and Rancho Road – March 16 & 17.
      • Schedule subject to change due to operational factors or inclement weather.
  •  Work Hours:  7 a.m. – 5 p.m.
  • What to Expect:
    • Lane closures and turn restrictions.
    • Delays when traveling through the area. Allow plenty of time to get to your destination.
    • If possible, avoid the area and use alternate routes.
    • Increased noise levels.

Paving activities must be done when temperatures are at least 50°F and is therefore scheduled for daytime work.

Upcoming Work:

Entire Project Area – Westminster Blvd. between Seal Beach Blvd. and Rancho Road/Hammon Place

Following street paving, final striping is tentatively scheduled to occur the week of March 27.  This work is anticipated to be performed at night.  More information will be provided as dates and times are confirmed.
